This is the NXE (New Xbox Experience) fall 2008 dashboard which is due for official release on the 19th of November. Microsoft ran a preview program which entitled some Live users to download this update on the 30th of October. As such someone ripped the update from their hard drive and it has since made its way to the internetz. This will update on ANY console (modded or not). All you do is unzip the .rar file and stick the folder called "$SystemUpdate" onto a FAT32 formatted usb stick. Plug the stick into your 360 and you will be prompted to update.

One word of warning though. Although this is perfectly safe and will NOT get you banned (this has actually been confirmed by Microsoft), once updated you will NOT be able to access Live again UNTIL November the 19th when it is officially release. So if you want to continue using Live up until that date don't install it. Again you will NOT be banned, only restricted from Live until the 19th.
